Registered nurse Edgar Dalisay has been reprimanded after admitting that he falsified more than a dozen medical certificates, falsely claiming sick leave from employers, on documentation from Monash Health (Southern Health), and Bays Healthcare.

A Victorian Civil and Administrative Tribunal hearing conducted by members J. Billings, P. Barry and M. Bylhouwer, suspended Mr Dalisay’s registration as a health practitioner for seven months.

Strict conditions have been placed on Mr Dalisay’s ability o regain registration. The Tribunal heard that Mr Dalisay, 48, was a New Zealand citizen who had obtained nursing qualifications in the Philippines.

He commenced work as a Registered Nurse in 2010. He practised full-time in rehabilitation, and general public and private hospital nursing environments.

The Tribunal was told that Mr Dalisay misappropriated medical certificates from three hospitals. He also misappropriated a doctor’s stamp from one of the hospital.

Mr Dalisay presented the certificates to his employers, was granted sick leave, and derived a financial benefit.

The Tribunal found that Mr Dalisay’s behaviour did not conform to professional standards demanded by the profession.

The Tribunal said that the unlawful and unethical behaviour failed to maintain and build on the community’s trust and confidence in the nursing profession.
